Sudan Partners with Substansible to Digitize Cargo Declarations and Boost Port Safety

In Port Sudan, the Sudan Customs Authority signed a cooperation agreement with Substansible Company to create and run an Advanced Cargo Declaration (ACD) platform. The signing ceremony, attended by Finance Minister Dr. Jibril Ibrahim, Undersecretary Abdullah Ibrahim, and Customs Director General Lt. Gen. Salah Ahmed Ibrahim, marks a major step in the digital transformation of Sudan’s customs operations.

Lt. Gen. Salah explained that the ACD system will enable customs officials to screen cargo information before loading, helping to block non-compliant or illegal goods from entering the country. The system will also accelerate clearance procedures, shorten port turnaround times, and improve revenue collection for the government.

He stressed that the platform is part of the authority’s broader goal to align with international best practices and strengthen Sudan’s trade credibility through technology-driven customs modernization.
