Sudan’s Minister of Digital Transformation is confronting major challenges in implementing institutional governance and advancing the country’s digital agenda. The activation of the Receipt Issali service depends on the full computerization of institutions, interconnection of systems, and the completion of e-government infrastructure.

The war exposed critical vulnerabilities, including the shutdown of the Issali 15 system and the main national data center housing state information. While Sudan has established a large data room and initiated a digital identity project, the absence of a functional backup data center has left the country unprepared for disasters. Experts stress the need for a secure, cloud-based backup system resilient to physical damage.

Digital transformation and financial inclusion are seen as essential tools for economic recovery—helping ensure transparency in state revenues, connecting government systems, and supporting citizens’ livelihoods. The success of electronic applications in higher education and customs demonstrates the potential for broader digital reform.

To ensure sustainability and strategic coordination, experts propose establishing a Supreme Council for Strategic Planning to oversee and monitor ministry performance and ensure continuity of digital governance, regardless of administrative changes.
